The authors examined the Education of the Handicapped Law Report (EHLR)/Individuals with Disabilities Education Law Report (IDELR) database to determine the frequency of occurrence and outcomes of published K-12 student special education decisions. Their analysis revealed three findings: first, that the frequency of hearing or review officers' decisions and court decisions showed an overall upward trend during 1977-2000; second, they identified high and low volume regions; and third, that outcomes for the time period of 1989-2000 were, on average, stable with school districts having a slight advantage in both hearing or review officers' decisions and court decisions.
