A process where elected officials through deliberation, negotiation and compromise, write laws that grant rights, establish certain duties or obligations, and create remedies in response to emerging societal needs.

Parents in Minnesota must have an opportunity to meet with appropriate district staff in at least one conciliation conference if the parents object to any proposal or refusal.

In 2021, the Minnesota Legislature and the governor passed a new law that requires the Minnesota Department of Education (MDE), school districts and charter schools to collaborate with families of students with disabilities to address the impact of disruptions to in-person instruction on students
