This presentation outlines the complaint investigation process developed by the Maine Department of Education to ensure a timely response to complaints concerning special education services, and to provide third party mediation and arbitration as needed. Complaint procedures required under federal regulations are outlined. Strengths and weaknesses of the use of due process hearings and complaints under the Educational General Administrative Regulations and state regulations are also discussed. Advisory rulings from the United States Department of Education concerning complaints procedures are reviewed, and strategies for effectively responding to complaints are put forth. (ERIC)
