For each data element, the number of events reported by the state is also provided as the number of events per 10,000 students enrolled in special education. This "per 10K" rate provides a way to compare the relative frequency across states – a more “apples to apples” comparison. The U.S. Department of Education Office of Special Education and Rehabilitative Services (OSERS) and Family Policy Compliance Office (FPCO) released this IDEA and FERPA Confidentiality Provisions crosswalk in July 2014. This document is a side-by-side comparison of the primary legal provisions and definitions in IDEA Part B, IDEA Part C, and FERPA that relate to the requirement to protect the confidentiality of personally identifiable information of students and children served under the IDEA.
