GAO determined the kinds of issues that result in formal disputes, the extent to which the three formal mechanisms (due process hearings, mediations, and state complaints) are employed for resolution, the role of mediation and other alternative dispute resolution strategies in selected locations, and whether local education agencies received adequate and timely complaint notifications from states. GAO reviewed available national data and conducted site visits to state and local education agencies in four states--California, Massachusetts, Ohio, and Texas.
CADRE reviews and analyzes the IDEA dispute resolution data that state educational agencies annually report to OSEP. This information is then compiled to create summaries that provide an historical look at dispute resolution data, and assist with the identification of trends and changes in the use of dispute resolution processes over time. This webinar, presented on May 18, 2011, explored using data from Table 7 and other sources to examine and plan improvements in State dispute resolution systems.
