Judy Wiley is Apache; and previously served as the director for The National Indian Parent Information Center (NIPIC). NIPIC was funded by a grant from the US Department of Education as the National Native American Parent Training and Information Center. Prior to her work at NIPIC She worked for the Parent Center in Oregon as the American Indian Outreach Director for over 20 years. Judy began learning and teaching the Special Education process over 30 years ago. Judy is also a mother of two adult children. She has a son, Brian who has disabilities. Judy also co-founded the Native American Parent Support (NAPS) a Native American parent group founded in 1990 in Oregon. She was a member of the Bureau of Indian Education (BIE) National Advisory Board for Exceptional Children.

She currently works as the Program Manager for the Native American Parent Technical Assistance Center (NAPTAC) for Parent Centers housed within the EPICS program.
